<p>A fable of this sort is by no means an universal <add><unclear>conversion</unclear></add> one.<lb/>
A more plausible <add>argument</add> plan for a <add>universal</add> system of <add>legalized</add> depredation and corruption<lb/>
could scarcely have been found:  plausible it can not<lb/>
be <unclear>denied</unclear> to be by the Editor:  for <add>him</add> it must have imposed upon or<lb/>
he would not have inserted it:  nor yet by the author, if he<lb/>
wrote it:  and he has no recollection to the contrary.</p>
<p>Mischievous <del>as is</del> is the tendency of it <del>if</del> at any rate<lb/>
in no slight degree.  For on the scale of possible augmentation<lb/>
whereas on the point at which the inference presented by it would<lb/>
stop?  Answer: <del><gap/></del> nowhere:  so long as in the pocket of those<lb/>
by <del>whom</del> <add>whose labour</add> the natural stock of wealth is produced enough is left<lb/>
to keep them alive.</p>
<p>Immediately after it comes the supposed discovery, of which<lb/>
