The engagement taken by the word In the title of the 3d &
last column viz. "Total annual Gross amount of Salaries
and Fees" the engagement taken by the word annual is
so simple in its nature, so extremely simple, that to this
at any rate an undeviating adherence might could naturally
have been expected.

There are In two ways however in which any such
expectation would upon examination find itself disappointed.

1. Four hundred and thirty two is the number of articles
contained in this list, and in 430 two of these all but two

1. In the word annual attached to the sums expressive of a pecuniary expenditure
receipt or expenditure is implied two things: 1. that the length of
time in the course of which the sum in question has
been received is not has not greater than a year: 2. that
the business is of such a nature, as that the receipt of or expenditure in respect of it has, if a
part period alone be in question
