Observations
suspects a Customer to be selling without a license, to ask
to produce it. But in the 1st place, such a request
carrying with it the appearance of suspicion, would be
invidious, and disobliging and such as a man would think it hard
to be obliged to make. He might be apt rather to run the hazard of the penalty. In the next place in such case what would
the Publican have to do but alter a word or two in an old license
or fill up a new one and present it to the Brewer
upon as genuine? It is not many licenses therefore that
a Brewer would he would be at the of perusing pains of looking at and though
