6 Under no form of government can it be the interest of
the majority — of the subject many, that bad government
government which is so by its being and in proportion to
its being detrimental to the interest of that same majority
— of those same ruling few should have place.

If then the so it be that a form of government
a change in government which is called for by or on
the part of the subject many is a bad one, any such
call it can not by possibility have any such cause
as the prevalence influence of societies interest: the only cause it
can have is error erroneousness in judgment — error in judgment
and nothing else.

Of this erroneousness the existence is accordingly by
the opposers of reform constantly taken for granted, taken
for granted, and this for a very plain reason, namely
that it is impossible to be incapable of being proved, incapable not merely
of being proved, but of being rendered in any degree
probable

Even supposing that at any given point moment of time it
were true, it would not follow that it would be so at the
next: for in this as in every other part of the field of useful
knowledge useful knowledge and right judgment being
the fruits of reflection operating upon experience and both
these quantities in so far as the nature of the government
will suffer it, being continually upon the encrease, however
it is that how true soever the conclusion is may be with reference
to any given point of view, it can merit a justice
in relation to any subsequent future contingent point of view in any considerable
degree distant.
