By way of supplement and on plan action to the first rate and to make sure of giving to the punishment the inpernity over the offence, the three following rules may be laid down.

Rule 1. That the value of the punishment may outweigh the profit of the offence it must be increased in point of magnitude in proportion as it falls short in point of certainty.

Rule 2. Punishment must be further increased in point of magnitude in proportion as it falls short in point of proximity.
