The attorney to have an allowance on returning the Paper not used to the Stationer in the same manner

A heavy Penalty to be imposed on all persons having any of it in their possession after a
certain time after its year is expired, without the Stamp being cut off.

By this means to the forgery of no Deed could possibly be forged without the coincidence of the following cir-
