<p>It appears that on the 19th Jan<hi rend="superscript">y</hi>, the Cortes in a secret<lb/> | |||
sitting, appointed a Committee of nine to take into<lb/> | |||
consideration certain propositions on the affairs of<lb/> | |||
Council of State. The propositions were eight in number<lb/> | |||
& seem to have been intended as suggestions of different<lb/> | |||
means which the Cortes might adopt for adjusting the differences<lb/> | |||
between the American States & the mother<lb/> | |||
country. The means thus proposed by the Government<lb/> | |||
were—</p> | |||
<p>1. To conclude an armistice with the trans-marine<lb/> | |||
provinces.</p> | |||
<p>2. To open a kind of judicature for adjusting grievances,<lb/> | |||
consisting of Deputies from the provinces, & Commissioners<lb/> | |||
from the Cortes.</p> | |||
<p>3. To empower the Commissioners from the Cortes to suspend, with respect to the ultra-marine provinces, such articles<lb/> | |||
of the Constitution as they may judge injurious<lb/> | |||

It appears that on the 19th Jany, the Cortes in a secret
sitting, appointed a Committee of nine to take into
consideration certain propositions on the affairs of
Council of State. The propositions were eight in number
& seem to have been intended as suggestions of different
means which the Cortes might adopt for adjusting the differences
between the American States & the mother
country. The means thus proposed by the Government
were—
1. To conclude an armistice with the trans-marine
provinces.
2. To open a kind of judicature for adjusting grievances,
consisting of Deputies from the provinces, & Commissioners
from the Cortes.
3. To empower the Commissioners from the Cortes to suspend, with respect to the ultra-marine provinces, such articles
