Indemnification
may be effected
by the public
1. for the mischief
of the offence

The I Institutions providing a public insurance
fund for losses of this nature may have two objects be of two
sorts

1. A fund for definitive indemnification indemnifying
those who are sufferers by crimes: or that re-imbursing of losses or in the case

to reimburse the loss in his stead can make amends
in his stead the loss occasioned by the offence.
