If the existence of men of this class is matter of absolute necessity and that it is so will be seen to be undeniable, why hold them up thus to universal suspicion? if bad otherwise, will no a stigmed of this sort have rgw effect of making them still worse? Will it not keep out of the possession men who have a regard or character, and thus keep it stocked with men who, having no character to lose, will thence be but the more daring and the more mischievous? Answer. True it is, that their existence is matter of absolute necessity. But as to the effect of the arrangements having for their object thepreventing them from making sacrifice as far as may be, of the interest of their clients and the rest of the public to their won private and sinister interest, the effectiveness will be the reverse of that which is above stated as being to be apprehended. That in the situation in question, as in every other, man, unless in so far as prevented by the arrangements of Law & Government, will in general be disposed, and will accordingly be in the constant endeavour to make sacrifice of every other interest to his own particular howsoever sinister interest, is no more than what, on this occasion as on every other, might be assumed and acted upon. Such being the effect, which the disposition, will and endeavour, of the individual will be constantly at work in the production of, all that for the prevention of it can be done, is to diminish, & as far as possible, take away, the power.
