necessary to compleat the Evidence. That one Instance
occurred to his memory: A Magistrate sent an Information
to the Stamp Office, of an Insurance Office being close to
his house; that the Witness went, and apprehended the
Person keeping the Office, and brought him before the
same Magistrate, and proved an Insurance to have been
made with him; but because the Word "Ticket" was not
mentioned in the Contract, as stated, the Magistrate
discharged him

That the Magistrates refused to convict during the Drawing
of the Irish Lottery, because Evidence was not given
that there was an Irish Lottery; and that he found the
Majority of the Magistrates disposed to insist upon such
Niceties — The he knew of many instances of Offenders
being taken before a Magistrate, and by him committed
to Bridewell, in which at the Sessions the Witnesses had
not appeared to support the Commitment; nor could he
find they had entered into any Recognizances to give their
Evidence at the Sessions — That in such Cases he had
repeatedly applied personally, by Order of the Solicitor of
the Stamp Office, to the Magistrates, desiring that he
would furnish him with the names of the Witnesses, and the
Evidence that was taken before him, that the Commitment might
be followed up by the Stamp Office; but that he never
could get any satisfactory answer from him.
