Art. 3. And Whereas it may happen, that
a quondam Penitentiary Prisoner after having
through experience of or confidence in his good
behaviour been released more or less from such
subjection, may come in process of time to abuse
such indulgence, and to fall back into evil courses
Be it enacted that such Emancipatory
Release or License may at any time be annulled
by any proper Deed of Revocation
in the execution of which the Government and such
Guardian shall be concurred.
