Sect. IV. intitled Governor's Check

Art. 1. And whereas powers so ample as will be those
which will be possessed by any such Governor ought to
be kept in check by an adequate and incessant never-failing
controul Be it enacted that on the first day
of every term of the reception of the Prisoners
or so soon after in each term as conveniently may
be, the Governor or his Deputy shall appear
in the Court of King's Bench and shall then
and there present to the said Court, as well as
thereafter print and publish at the Governor's
expence a Report, exhibiting in detail the whole
state moral and medical of the Establishment: together
with the economical state thereof, so far<lb?>as the Public on behalf of the prisoners shall
therein be interested; and the Governor and b to the
plan of which <add>such report any such additions shall<lb?>from time to time be made as shall be ordered
by the Court shall have thought to order.
