Art. 10. And whereas the determi reconciling devising
the proper means of reconciling the publicity of
the management of the said Penitentiary-House
with the necessary attention to security and the care
that must requisite to be taken not to disturb the economy
thereof is expressly in general expressly purposely left to
the discretion of the Governor
under the controul
of the King Court of King's Bench, be among purposely left
to the discretion of the Governor, among which means may be the requiring taking of
moderate fees for admission from Visitors at large
moderate fees for admission to be applied to the encrease
of the provision hereafter above mentioned for the old
age age of the Prisoners or otherwise Be it however enacted that for Nevertheless for
the more regular extension of the authority of the County Magistracy over the local sphere of their jurisdiction, that Be it enacted, that
any Justice of the Peace for producing his Dedimus
of the County wherein the said Penitentiary House shall be situated
potestatem or being known for such by the production
to the Governor or any of his subordinates known for such by the production
of his the said Justice's Dedimus or otherwise, and writing
herein if required, writing having each time written down his
name and abode in a book to be kept for that
purpose, shall at all times have access gratis to the said
Penitentiary Establishment and to every part there Prisoner thereto belonging of, with power
and to inspect any of the public books and papers therein kept,

and stay therein with power and therein to make what
stay he shall think fit, so as at the same time
not to disturb the management and economy thereof.
