And whereas all manner of crimes might be
committed and injuries inflicted with impunity by and upon
the members of the said supplemental Metasylum or Post-liberation establishment,
if in all cases their testimony were known to be refuted
or incompetent
inadmissible, be it enacted that upon the discharge
of any prisoner the Governor may give grant him
a certificate under the name of a Recredential
Certificate, and the testimony of the person in whose favour such
certificate shall have been granted shall thereupon
be competent
thereupon be removed as competent,
in the same manner as if he had never been convicted
