distinctions.

1. Distinction between
Spain and Ultramaria's
interest.
Sole present, direct, and
ultimate object of my
regard, Spain's interest.
Reason – not Ultramarian
interests are less
regarded by me, but
1. Spanish interest in
the business is most
liable to be misconceived.
2. Spanish interest can
not be brought to view
without Ultramarian.

The greater the damage
to Ultramarians by
the dominion, the greater
their repugnance:
the greater the repugnance,
the greater the
difficulty of surmounting
it, and the danger
of the endeavour.

2. Distinction between
subject many, and
ruling few's interest
in both places.

Everywhere, a ruler
has his two interests –
his share in the universal,
and his own
personal interest, including
what shares
he has in other particular interests.

On every occasion on
which, in his eyes, his
individual interest is
greater in value than
all interests, universal &
particular, that stand
opposed to it, they will
be sacrificed to it.

This is not for accusation
but instruction: this
being the universal and
unchangeable character of man's nature.

Application. continued.
1. To every Spaniard's share
in the universal interest
of Spain, most highly pernicious
is the dominion.
But, in the case of some,
greater will be the benefit
to their personal interests,
than the burthen to their
share in the universal interest.
In this case, are the ruling
few in Spain taken
in the aggregate.

Stated here and then
proved –
1. The points in which
subject many would be
losers and sufferers.
2. Those in which ruling
few would be gainers.

Points of view in which
subject many would be
sufferers.
1. Financial.
2. Constitutional.

1. Financial. Sole gain,
in this point of view, saving
in taxes. But, instead
of saving, the result would
be loss, beyond measure or
calculation: as much as
could by possibility be wrung
from you: which your rulers
for whom and by whom
it would be extorted, would
never have the entire benefit
of for a year together.

37 or 7.
If under Constitutional Code
were produced the appearance
of a saving in taxes to Spain,
the appearance would be either
delusive in toto, or effected by
taxes on Ultramaria, and still,
as to any net saving to Spain,
delusive: if, to Ultramaria, it
were not a direct tax, it would
be something still more
burthensome.
