<p>By the advocates of Radical Reform, the phrase as<lb/>
yet most commonly employed for characterising the system which<lb/>
they advocate is &#x2014; universal suffrage, annual parliaments, and<lb/>
vote by ballot.</p>
 
<p>Compared with universality, secresy, equality and annuality<lb/>
of suffrage, the following are the imperfections under<lb/>
which that hitherto most commonly used expression seems to labour.<lb/></p>
 
<p>1. In the first place, <add>of</add> every material feature of the system,<lb/>
no mention is thus made: a feature of the importance of<lb/>
which no person by whom the three others are advocated fails, it<lb/>
is believed, of being fully sensible. To regard it as being immaterial,<lb/>
would be to regard the arrangement by which, in the<lb/>
case of Old Sarum, the appointment to a seat in the House of Commons<lb/>
<add>was</add> <del>is</del> given to a single <add>individual, in the character of an</add> Elector, and the arrangement by which<lb/>
the appointment to no more than two seats <del>is</del> <add>were</add> given, as in the<lb/>
case of Yorkshire to a population of <add>probably not less than</add> <del>upwards of</del> a million of individuals,<lb/>

5. Universality, sercesy, equality and annuality of suffrage
