Manacles or Hand-cuffs are rings of iron fastened round the writts wrists
& which are connected together by an iron rod or by a
chain. By this means the arms may be rendered patient
may be deprived completely of the use of his arms or he
may be allowed a greater or less liberty of moving them
at pleasure.

Fetters are rings of bra iron fastened round the legs
& which are connected in the same manner as the
Manacles or Hand-cuffs by means of a bar or chain,
according to the degree of restraint that it is desired to
produce. Foll Manacles or Handcuffs & Fetters are
sometimes employed at the same time together put together upon the same patient.

These above means of restraint are in universal
use, but employed more frequently as a means an expedient for
preventing the escape of a Prisoner than as a punishment
properly so-called.
