1830 March 7.
Pauper Management Preface

So far as regards personal interest I &
on personal private account I may truly say with the Roman historian of
old "Sine irâ et studio, quorum causas procul habeo".

Not so on public account. When between
7 & 8 years old my father had in the house
for the purpose of my instruction for about
6 months a French language master. The
first book he put into my hands was
"Les Comtes des Fées" – the second was "Félémaque". From this latter source, not to
speak of the first I imbibed a love of
justice, a correspondent abhorrence of injustice;
an abhorrence rising in intensity
with the magnitude of the scale; of the
extent o its influence whether private or
public, national or international.

☞ Go on to speak of the alliance set
on foot by Catharine the 2nd Ao. 1784m
a defensive alliance among the maritime powers ⊞ against the tyranny by which the king of England came to the sovereignty of the seas at the charge of of all other nations existing† <note>† on the globe: the whole of that portion of the earth's surface, small exceptions excepted, which in the language of the oracle of English law, Lord Coke, is spoken of as being aqua co ofert./note>
