Rudiments Danger the mere event of imagination all experience
contrary. On the Continent no licence therefore no experience.
In England some licence – in U.S. perfect Do. In
U.S. prosperity perfect, in England greater than any where
else.

As to the apprehended mischief it is purely the work
of imagination: by experience, in no instance has the surmise
been confirmed: on the contrary by experience, and
to the extent of that experience, it has been confuted.

Out of England and U.S. no such licence
therefore no mischief produced by any such licence.
On the continent, more or less of discontent there may
be. But of this discontent what is the cause? Not
the existence of this licence, but the non existence of
it.
