operate as a nuisance annoyance to the more respectable part the neighbourhood of the Inhabitants,
render their abodes uncomfortable and

to use the words of a Resolution of the Vestry of one
or the Parishes that the erection of a Penitentiary House within
the bounds of the Parish would not only tend to
prevent all future improvements, but would
also immediately and materially affect the propriety
of persons having Estates therein, by depreciating
the Rents of Houses, causing many now occupied
to be quitted, and adding considerably to the assessments
for the Relief of the Poor.

Such were the apprehensions expressly and unanimously declared
by the Vestry of one of the Parishes.

Accordingly when in conformity to a
Standing Order of the House of Commons, notice
was has been given by advertisement in the newspapers
on the part of the Sollicitor to the Treasury that
a Bill for the purpose of carrying on the proposed
plan of division purchase and allotment into effect, would
be brought in on the part of Government, the Vestry
whose Resolution is above quoted, made known
on their parts their dissent to the rule Bill, and
their determination to oppose it: and the Dean
and Chapter, influenced probably by the same
or similar considerations, had already been beforehand
with them in notifying a determination to the like effect.
