<p>Having laid, before the Lords Commissioners of His Majesty's<lb/>
Treasury, a letter from the Duke of Portland, relative to the<lb/>
number of Convicts, which the Panopticon proposed to be<lb/>
erected by you is intended to accommodate, I have received<lb/>
their Lordships Commands to acquaint you, that the proposed<lb/>
Building of a Panopticon is to be calculated to<lb/>
accommodate Two Thousand Persons.</p>

Sir

Having laid, before the Lords Commissioners of His Majesty's
Treasury, a letter from the Duke of Portland, relative to the
