this grade.
In a community, numerous
enough for self
defence, operative power
undivided, if constitutive
the members would be so numerous,
each one's share would
be so small as to be almost
valueless by loss of
time, and expence of
journeys to and fro, and
demurrage, remotely
situated constituents
stand excluded: thereby
subject to the uncontrouled
dominion of
the near ones.
