<p>Keeping the rule of action in the dark was the fundamental <add>capital</add><lb/>
article of change urged by Protestants against Catholics.  In the <add>In the<lb/>
governed men in question</add> matter of religion <add>of</add> the reasons <unclear>presented</unclear> in defence <add>justification, the force,</add> were<lb/>

<p>In the early days of Roman jurisprudence, the monopoly<lb/>
of <del>literature</del> leisure and literature, such as leisure and literature<lb/>
were in those days, threw into the hands of the Patricians, as <add>in<lb/>
manner</add> hath been already mentioned,<hi rend="superscript">†</hi> <note><hi rend="superscript">†</hi> Suprà the False <gap/></note> the monopoly of judicature.  In these<lb/>
days whatever other vices might have been abundant, hypocrisy<lb/>
was scarcely among the <del><gap/></del> number.  <hi rend="underline">Police</hi> had <add>as yet</add> scarce learnt<lb/>
to signify any thing but courage <add>to extend its signification beyond the <unclear>puls</unclear> of courage</add> then spoke plainly<lb/>
at least, howsoever coarsely. – <hi rend="underline">Patricians</hi>.  In this book this<lb/>
sacred book <add>volume</add>, are the laws <add>rules</add> by which we intend to govern <add>conduct</add> ourselves<lb/>
in disparity of your lives and fortunes.  <hi rend="underline">Plebicians</hi>.  Good:  let us<lb/>
look <add>at</add> it them then.  Patricians.  No:  that you shant.  <add>While the dispute was going on</add> A Plebician<lb/>

Keeping the rule of action in the dark was the fundamental capital
