<p>We have now been seeing, that the existing systems of procedure<lb/>
have nowhere had the legislator for their author, have every where<lb/>
been the work of the Judge – have nowhere been drawn up <hi rend="underline"><gap/> <gap/></hi><lb/>
in a regular plan suggested <add>dictated</add> by a steady and comprehensive view<lb/>
of the ends of justice – have every where been developped inch by<lb/>
inch as occasion happened to serve.</p>

workman occupied about this work was paid, and in what way he<lb/>
derived from that mode a sinister interest, opposite in every point<lb/>
to the interest of those on whose behalf he was employed.</p>

given to his hand <add>mind</add> by that sinister interest, a</p>

We have now been seeing, that the existing systems of procedure

been the work of the Judge – have nowhere been drawn up
