Vicinity to the River was deemed a material
point in an economical view, for the purpose of
obtaining ready water carriage to and from the
Metropolis considered as in its double capacity of
a depot of raw materials and a market for finished
work in which point of view the advantage of the
spot is executed strongly insisted and enlarged upon in the said abovemen Report of the
said Committee.

Under your Memorialist's modification of
this in he hopes he may say improvement of the
Penitentiary plan the conjunction of the said three
properties is of still more indispensable importance than
under the said original plan: under its original form: elevation of the ground
on the score of health inasmuch as your Memorialist
by a provision which appeared essential to the
purpose of connecting interest with duty in this behalf,
stands engaged to ensure the stands responsible under heavy penalties payments for
the lives of the prisoners committed to his charge: vicinity
to the spot great seat of public inspection and
controul, on account of the managements being to be lodged
in the single persons of himself and successors, instead
of a body composed of persons in dignified situations
such as were the said formerly appointed Superintendents
and those acting under the controul of the County
