<p>Altogether incapable of placing the theory of the constitution<lb/>
 
upon its only proper ground – the ground most favourable<lb/>
 
to the interests of the people, this image is altogether capable<lb/>
of and well qualified for the placing it upon the ground<lb/>
most convenient to the purpose of those whose interests<lb/>
are in a state of hostility to <add>those of</add> the people, and by whom<lb/>
accordingly the people are kept in that state in which<lb/>

what is to be done?  It is to produce and preserve<lb/>

people and the weight which represents the power<lb/>

do with the people as they please <del>pits</del> sacrifice the<lb/>

Political Deontology

Altogether incapable of placing the theory of the constitution
