I know not whether I have told you that our mercantile
friend sends to Portugal and Naples copies of
all the public letters I have written to you. I mean that against
the Spanish H. of Lords and those against the liberticide measures:
and this letter to the Portuguese a copy will I believe to go Naples.
vary. The correspondents are, at Lisbon "Señor Jose

With both – Portugal is more particularly – would might it not be highly useful
that you should maintain a correspondence? Our friend
dines with me tomorrow, and I will then proposed to him to write
to those friends of his, if competent, desiring them to communicate
to you any thing that promises to be serviceable to the
cause: more postage, more demand for the use of that trifle which set
cause your Spanish blood in such a rage.⊞ ⊞ He speaks of them
both as being radicals
and zealous
for the cause of the
people: if he did
not think this of them
he would not think
it worth while, to
give to them and to as
have, so much trouble.
On the subject of the relation between Spain and Portugal,
a well- considered paper has appeared here, by
the Editor of a Portuguese Newspaper here "O Portugueze I believe it is; a copy of it
appeared not long ago in our Morning Chronicle. I will endeavour
to supply you with one in French Portuguese or English,
but I fear the it can not be done time enough for this Friday's
post. The Neapolitans have already the same Constitutional
Code as the Spaniards. What a glorious change it
is. I should have made disastrously useful thing it would
be (glorious I was going to said but that will not say as time the word is so
stained by blood and vanity) if they and the Portuguese likewise had all
of them the same Constitutional Code! and what an addition
to the usefulness if they had all of them the same
Penal and Civil Code.⊞ ⊞ On seeing what
Dumont with his
embarassed as he
was with his aristocratical
and weak-minded colleagues
had done towards a
Geneva Code, "Finish"
"this" (cried a leading man
among the Poles) "my life
"for it when this is out.
"Poland will adopt it."
He should have said, will
wish to adopt it. Possibly
it is by the account given
of it by him that has
contributed more or less
to the rejection so lately put upon
it by the Polish Diet or
Alexander's preferred Code. It can not but have occurred to
you, how useful a man in my situation, having no personal
points to gain, nor any object to distract me from the
universal good, might be nor partiality towards any country
to the prejudice of any others, might be, some settling
plan of union in such shape or other between Spain and
Portugal Portugal.
