To give effect to this modification would it may be seen requires it may be
seen require nothing more than the simple omission of
seven six words in belonging to the clause as it stands at present in
the Act: viz. "the distribution of the amount of". To effect
the purpose a bare omission would be sufficient would
require nothing more than the bare omission of half
a dozen words which, running counter to one of the indubitable
purposes of both Acts, are contrived seem to
have slip in unaware in the character of so
many parts and parcels of the customary mass of
surplusage.

In regard to the article of surplusage, on comparing this sweeping
section of the amending Act with the corresponding section
of the amended Act, the legislator draughtsman if so different
two goes beyond surpasses considerably his predecessor, or if the same, beyond himself.

All regulations says the amended legislator hand,
all the provisions, rules, regulations, forfeitures and
penalties says the amending one legislator: with the exception
of the word all and the word provisions, all of them
so many parcels of excrementitious matter – all of them
words of surplusage, to which with equal propriety and
are any number of other words might have been added.

Two other masses of surplusage not to speak of
intermediate ones, may be observed concluding conclude the matter of this short
section. For the Mass the first, after his Majesty,
his heirs and successors: witness in both Acts so many
provisions into which it did not occur to the legislator to
this useless stuffing. Mass the 2d, as if the same were
re-enacted in this Act. Witness the author of the amended Act,
by whom neither
this trash nor any
thing corresponding to
it has in the
corresponding sweeping
clause respecting salvage been inserted.
