Thus much for such allowances as it may be has been or been supposed necessary
or to make in the shape of money to official persons
during their continuance in office.

But anticipating this period and moreover looking beyond
it, the public wisdom ingenuity of man has formed discovered made the discovery of three other
distinguishable purposes for which in certain cases public money may
be requisite to be given in connection with and
with a view to office: viz. so it be high office as will immediately
be seen, to high office. To buy a man off from
professional or other occupations or pursuits
to annex to a peerage for the purpose of engaging and thus to
engage him to accept of the high office: 2. to annex to a
peerage, where about to be conferred on him in part
of the inducement thus necessary to the thus engaging
him to devote himself to the public service: 3.
To constitute a provision for him on his retreat
from office: these such are the three additional purposes
for which in the case of a "great character" placed
or about to be placed in a high situation the necessary a demand
for of the allowance allowances in money at the expence of the
public has been found.
