<p>1.  In the first place they (the Committee <add>of 1797-8</add>) begin with confounding<lb/>
<add>a</add> <hi rend="underline">SineCures</hi> with <hi rend="underline">Pensions</hi> with disguising <add>sinking</add><lb/>
those lines <add>marks</add> of distinction by which <add>the sort of benefit called</add> Sinecures are<lb/>
<add>essentially</add> distinguished from <add>that other the sort of benefit called a</add> Pensions – "A Sinecure" (say<lb/>

<p>But we have seen how important those differences<lb/>
<add>and in how vast a degree</add> and how much to the disadvantage of Sinecures has been<lb/>
seen already: – real services <add>destroyed nipped in the bud</add> prevented from coming<lb/>
into existence, the price of services in general raised<lb/>
<add>favoritism and profusion</add> profuse bestowal of public money on meritless favorites<lb/>
increased <add>prescribed</add> – parliamentary corruption extended – ever<lb/>
prolonged or generated – <add>the pressure of war encreased</add> war rendered more <gap/> <add>disastrous</add><lb/>
justice denied, <del>and thereby</del> injustice in all shapes<lb/>
and on both sides of a cause promoted <add>encouraged</add> – insincerity<lb/>
promoted, character of public men debased and degraded<lb/>

destroyed – these are the evils <del><gap/> <gap/></del> of which<lb/>
some two or three alone can <add>are liable to</add> be produced by pensions –<lb/>

1. In the first place they (the Committee of 1797-8) begin with confounding

destroyed – these are the evils of which
some two or three alone can are liable to be produced by pensions –
butall what all of them are to a certain degree certainty
produced by Sinecures. These differences
numerous important as they are have for their principal
cause the fund or source out of which the money in question
is drawn: in the case of the pensions pension it this fund is in general
the most proper of any out of which public money is
in the country in question capable of being extracted drawn, in the
case of a Sinecure, it is to a great extent the most improper
