§. 16. Oppression obviated

Art. 1. For remedy to Against abuse in the exercise of the
power necessarily possessed by Superordinates in this department
in relation to subordinates, remedies preventive and
curative sanative are here provided: preventive, by conditions
to the exercise: sanative, by appropriate appeal.

I. Preventive remedy.

Art. 2. As to Dislocation and suspension Conditions to
be observed are these –

1. A Dislocation or Suspension instrument, as the case
may be, signed by the suspending dislocating Superordinate will forthwith
be lodged in the Records of the Office.

2. Mention will therein be made Of the cause of dislocation: mention will therein be
made. It will consist of proof, as in some alledged
ground suspicion namely of the existence of a want of appropriate
aptitude on the part of the dislocated or suspended
Subordinate in some one or more of its four shapes, mentioning
what: to wit moral, scientific, judicial, or active.

3. So Of the time, at which the dislocation shall take effect: namely the year, month, day of the month,
and hour of the day. at which dislocation
shall take effect.

Art. 3. So As to Suspension. Signed and lodged, as above will be a Suspension instrument.

Art. 4. So of As to the cause, of suspension, it will consist
either of proof, or of some alledged determinate and therein
expressed cause of suspension of a want of appropriate aptitude
as above.

Art. 5. Of the time, namely the as above
at which the suspension shall take effect mention will be
made, and moreover in like manner of the time at which
it shall cease.

Art. 6. For the duration of appointed to such suspension, the Suspender will
do well to take the least quantity of time which in his estimation will be sufficient:
power reserved, at or before the expiration of the time, and, for, notice to the suspendee, the earlier the better,
to repeat renew the suspension for another alike definite length of time: and so repeated by: the operation renewal repeated, as often as need requires.
