Panopticon Observations on Holford's Report
If however Gentlemens objects and predeterminations
would permitt have permitted them to have their eyes and ears open to reason
on the subject it might be have been worth their while to consider
wha within themselves as what rule they set down
the mischief in question as above, and what the price
which in the shape of expence they would think it
advisable eligible to pay for an exemption from it.
Expence of building and stocking upon Mr Bentham's
play, say for supposition sake £50,000: upon the
favourite plan, £250,000. Upon this supposition to
warrant their putting aside Mr Bentham's plan, what
they ought to consider themselves as having an absolute
certainty of is that by his plan £200, a mischief
in one shape or other, including (exclusion prevention of positive
good included) would be produced by it over and
above what would be produced by the favourite plan:
or if probabilities only were to them, that for
£400,000 worth of such mischief there would be
a probability as 2 to 1 20 to 10: or for £8 and so
on, the less the probability of mischief the greater the
quantity of it in the event of its taking place.
