matchless constitution, which is <add>so fully</add> felt and heard of everywhere,<lb/>
and <add>so impossible</add> to be seen anywhere.  Now for the necessity<lb/>
what is it?  exactly as imaginary as the Constitution<lb/>
which gave birth to it:  whatsoever would be good if it<lb/>
existed – a mere fiction:  whatsoever is evil, a sad<lb/>
reality.  <del><gap/></del> Necessity <del><gap/></del> <add>of the expenditure, none:  no nor of</add> any part of it:  proof a<lb/>
short one – practice of the United States.  Of all the heads expressive<lb/>
of so many titles to shares in <add>the benefit of</add> this waste, <add>12 in number – the odd <del><gap/></del></add> two only, to wit<lb/>

a small decrease.  But the truth is, a regular encrease<lb/>
of £24,000 <del>a year</del> in round numbers every year <del>for</del> <add>on an account which<lb/>
comprizes</add> the last four years.  <add>Cause of</add> The decrease, natural mortality:  cause<lb/>
of the encrease, the <add>steady</add> system of depredation.  The four years<lb/>
being years of peace, following six other years of peace,<lb/>
it would have been too much to have kept on encreasing<lb/>
the military and naval branch of the expenditure under<lb/>
this head, or even to have forlorn allowing it to undergo a
small decrease.  The small decrease of about £21,000 a year<lb/>
having taken place in <del>that</del> those two subdepartments of the Executive,<lb/>
advantage of it was taken to give as nearly <add>near</add> as possible<lb/>
to an equal encrease <add>to the amount of about 24,000 a year</add> in the <del>civil</del> non-military subdepartments.</p>

wounds exhibit an encrease from £117,550:13<hi rend="superscript">s</hi>:10<hi rend="superscript">d</hi> to £133,924:9<hi rend="superscript">s</hi>:11<hi rend="superscript">d</hi>.<lb/>
The additional wounds, if received anywhere must have been<lb/>
