<p>In the above disquisition, what is affirmed is as follows:<lb/>
 
1.  That, on the ground of the reasons above brought to view<lb/>
 
the <add>draught of the original</add> Code being all-comprehensive and rationalized is to be<lb/>
in so far as life permitts, the whole of it the work of one and<lb/>
the same hands:  2. and that it is not to be the work of<lb/>
any person or persons invested with any share in the sovereign<lb/>
operative power:  it being reserved for them to go to<lb/>
work upon it and put the last hand to it, and finally<lb/>
put <add>attach</add> their sanctions to a Code of the description in question<lb/>
containing so much, if any thing, of the original Code<lb/>
as they shall have approved of:  and that <del>if</del> in case of<lb/>
competition, if <del>as <gap/> a foreigner</del> two Codes already<lb/>
drawn, <del>ar</del> on all other grounds <del><gap/></del> possessing an equal<lb/>
