Parl Reform Sinecures

As to the first observation, not being but an instruction
or memento, not a position it neither needs nor admitts of proof.
Of As to the other the truth of it is supposed will appear
whether the general interest of the public service be considered
of the interest of the particular branch in question of
the public service.
1. To the general interest of the public purse the advantage
that would result from the observance of this rule is too
obvious to bear mentioning.
2. As to the public interest of the particular branch
in question of the public service.
1. That the fitter the officer public servant individual
in question is in every respect for the service – the in
the case in question the public service expected at his
hands the better is a proposition not much in danger
of experiencing of finding gainsayers either doubt or opposition.
