Indirect modes of enactment
Establishing institutions with the existence of which that which
is or intended to is incompatible.

Circuits Judicial Circuits have for their equivalent
an enactment ordering delay of justice.

Examples are
1. The old-established Judicial Circuits
2. The Insolvency Commissioner Circuits instituted by the
Insolvency Consolidation Act 7 G. 4. c. 57. 3. Broughams Local Judicatory Bill

Or conversely Under the head of Enactments indirectly ordering Delay of Justice

as one.
