<p>4.2.  Plan of location.  The locators in this case – not those<lb/>
by whom the Members of the House of Representatives are located<lb/>
but <del>by</del> the Legislatures of the several States.</p>
<p>Of those Legislatures the Members have <add>(it is true)</add> for the most part had<lb/>
for Electors persons in a <add><del>situation in life</del></add> condition not remarkably different from that<lb/>
of the Electors by whom the Members of the House of Representatives<lb/>
are located.  Still however the <add>immediate</add> Electors of those Senators are persons<lb/>
in a <unclear>situation</unclear> widely different from that of the <add>vast</add> majority of Electors<lb/>
by whom the Representatives are located.  They are men invested<lb/>
with powers acting under the <add>whole body of</add> sinister interest and interest-begotten<lb/>
prejudice attached to <unclear>situations</unclear> <add><del>of <gap/></del></add> to which power is annext:  men in<lb/>
whom by situation are planted interests and propensities adverse to the<lb/>
interest of the great majority:  and <del>in</del> <add>on</add> whom no control in the hands<lb/>

and propensities.  For by a member of this Senate all the evil<lb/>

Rationale

4.2. Plan of location. The locators in this case – not those
by whom the Members of the House of Representatives are located
but by the Legislatures of the several States.

Of those Legislatures the Members have (it is true) for the most part had
for Electors persons in a situation in life condition not remarkably different from that
of the Electors by whom the Members of the House of Representatives
are located. Still however the immediate Electors of those Senators are persons
in a situation widely different from that of the vast majority of Electors
by whom the Representatives are located. They are men invested
with powers acting under the whole body of sinister interest and interest-begotten
prejudice attached to situations of to which power is annext: men in
whom by situation are planted interests and propensities adverse to the
interest of the great majority: and in on whom no control in the hands
of the people operates either sufficient force to controul surmount the force of those interests
and propensities. For by a member of this Senate all the evil
