Subsequently to the prohibitory system as shown

Thus while on one side they will be beholden
in the character of adversaries and injurers a comparatively
small portion of their fellow countrymen fellow subjects in
addition to confederacy with their rulers, on the one si other side looking in the character of friends, in whose alone a nation of foreigners, and a body of malefactors: friends linked
to them by a community of interest: friends in whose good
offices they beheld that some only resource against the
ill offices done to them by those who should have
been their friends.
