<p>Be those rules what they may, I proceed to show why in the first<lb/>
 
place this body is in my view of the matter useless.</p>
 
<p>It is itself composed of five Members.  By those <hi rend="underline">five</hi> <add>(per Article 20)</add> are to<lb/>
be appointed <hi rend="underline">eight</hi> other functionaries, under the name of Ministers.<lb/>
Number of functionaries thus belonging to the Executive department, adding<lb/>
the two grades <add>together</add>, 13.  To those same five belongs moreover <add>(per Article 21)</add> the<lb/>
power of placing functionaries in all the other employments of<lb/>
government, <del>Note that by whom they shall respectively be liable</del> <add>to which by Article 67 is added the power of displacing them.</add><lb/>

<p>Now of those thirteen, eight at least are I say altogether<lb/>
useless.  For proof I appeal <add>as above</add> to <hi rend="underline">particular experience</hi>:  the experience<lb/>
afforded by the only Constitution that ever <add>really</add> had for its object or end<lb/>
in view the greatest happiness of the greatest number:  I mean the<lb/>
Constitution of the Anglo-American United States.  Here <del>as</del><lb/>
at the head of the Executive Department you have a single person<lb/>
<hi rend="underline">the President of the United States</hi>.  To him alone belongs <add><del>is</del></add> the direction<lb/>
of the whole business of that department.  To him belongs the<lb/>
direction <add>to be</add> given to, the command over, the whole Military force of the<lb/>
Country by Sea and Land.<hi rend="superscript">⊞</hi> <note><hi rend="superscript">⊞</hi> Constitution Art.</note>  To him belongs the placing and at<lb/>
