Thus it is that with the consideration of what may be
properly due on the score of costs is unavoidably mixt
the consideration of what may be due on the score of compensation.

But forasmuch as on the score of compensation nothing
can be given in the shape of a benefit without to the
receiver without being productive of correspondent sufferance
and burthen and sufferance on the part of him at
whose expence without his consent it is given
and forasmuch as all burthen may in every shape
may will necessarily by the fear of it be productive of the effects of punishment
and in particular to effects in
the way of prevention, hence it is that with the consideration
of what may be done on the score by the
by application made of the benefit of costs in the way shape of compensation is mixt up the consideration of the
effects produced producible by it in the way certainty of burthen and thus
perhaps under with the help of good management perhaps, in the shape
of punishment.
