The check therefore here imposed , is the only check competent to the subject , the
same as that upon Juries the sense of shame — to which may be added , Impeachment
of the Person applying for the Pardon in any flagrant case where as in ca
of the suggestion containing a very notorious falsehood - —

In the instance of particular crimes [to be specified by the law] for which, (should
there be any such) , it may be thought adviseable to retain punishments in
as it is called , without design of universal execution — as in under the Laws
against Papists , these specifications may be dispensed with . Qu? should the name of the person applying for the Pardon be specified in the Instrument would or would not this be laying too great a restriction on Pardons if a man venture was forced to himself to procure one Qu. too whether any distinction in this head between Crimes .
