Constitutional Code or Procedure
II. In a case called Penal, the suit is liable to
be burthened with complication, by a variety of persons
coming forward with or without concert, in the
character of pursuers or in that of witnesses.
True it is, that by this circumstance, additional
arrangements peculiar to this case may come to be
rendered needful. But the utmost degree of complication
ever produced from this source is inconsiderable,
in comparison of that which continually has place,
in several classes of cases called Civil cases. Witness
