Constitution Code. I. Enactive Part

Art. 13. If to by the Judge an adequately strong suspicion
be entertained that whether through ill will or for
here or through lucre or for the purpose
of preoccupying or engrossing the time of the judicatory and
thus putting an exclusion upon a particular preventing
execution and effect from being given to a certain portion
of law in a certain instance or class of instances in favour
or disfavour of a certain person or class of persons a
person appearing in the character of pursuer has the is in the eventual
intention of withdrawing himself out of the power
of the judicatory so soon as the falsity of his testimony
or declaration of belief respecting the existence of other evidence
is become manifest, the power to the Judge to by an
appropriate imperative decree to committ him to safe
custody for and until the truth as for a time therein
limited unless within that time the truth veracity or sincerity of
such testification a declaration shall have been established by
sufficient evidence: power also to receive such commitment
from time to time should the exigency of the case require.

Art. 14. Nevertheless such commitment having no
other purpose than the securing the eventual forthcomingness of
such pursuer for the purpose of justiciability with a view
to compensation and punishment, security in any other
mode less afflictive which while it is less afflictive is at
the same time of adequate will be resorted to employed in preference
for example the security afforded by the self subjecting vicarious responsibility
of bondsmen one or more, or the delivery receiving of some
valuable thing or things to serve in the character of real
pledges.
