I. Cases non-penal are
1. Cases where the suit is simply requisitive
2. Cases where the suit, inculpative or not, is not criminative

II. Cases penal are
1. Cases where the suit is criminative, the crime offence purely public
2. Cases whee the suit is criminative – the crime offence publico-private
