Penitentiary Committee – Topics proposed to be touched upon in a First Report
to be confined to the subject of the Panopticon Plan antecedently to the engaging
in any ulterior enquiries.

Twenty years since
Mr. B.'s Proposal was
first given in: 18 since
it was accepted, and
Mr B once by
Mr Pitt and Mr Dundas
together at his own
House in presence of Gen. B. desired so to take
"his arrangements" – then
again by Mr Dundas
at the office called
upon so to do.

This with every other
fact stated in Mr B.s
said Examination must
to be entire unquestionable,
so many persons being thus urged by
self-defence, and none
of them venturing to
question it.

Aº 1798, the profits
if any, from the Contract
being by the terms of it
to be received by Mr
and Gen. B. to the end
of the life of the survivors
of Mr & Gen. B. and
no longer, an Annuity
for that term was on
the 19th of June 1798
estimated by Mr Morgan
as per Fin. Comm.
28th Rep. p.81. had it
then commencement
immediately at not
so much as 12 1/2 years
purchase: and since
the that time
13 years have elapsed
already.

Recommendation to
Treasury to compleat
the purchase out of Tothill
Fields &c according
to the printed notice given
by Treasury Solicitor
Aº 1799. The obligation
of such completion is
necessary imposed not only by
the terms of the Contract
as necessary to compleat
the stipulated quantity
of 79 Acres, but to the
purpose of the Subsidiary
Establishment as
per do (number of which
was forgotten to be made
by Mr B in his first
Examination 27 March last). N.B. Not many
days ago Tothill Fields
was let by the Dean &
Chapter for 40 years
at £12 a year per Acre.
Out of the increase of expence
produced by the
delay and of
Treasury, the danger is
that they will make a pretence
for breaking their part
of the Contract.

Recommendation to
give to the Panopticon the
size necessary for the
2000 Prisoners determined
on by Treasury Letter to
Mr B. 25 March 1800.
Of this extension of size
of the Building, the obligation to commitment if any beyond the Contract Number of 1000 will not be an obligatory consequence.
