Neither High Constables nor Petty subscribe the
Declaration against Transubstantiation; nor receive
the Sacrament: nor do Petty Constables so much
as take the Oaths of Allegiance, Supremacy
or Abjuration.

The only light in which the Penal Laws against
Papists are supported is that of instruments of defense
