being tossed about from hand to hand
and the thread cut by a whisper an
interjection or a nod; if but one and
even if such be the custom when there are
many, a mere expression of will being
sufficient and no exercise of any such
faculty as that of the understanding
necessary.

The system of what is called Justice,
legislation and administration together is
perfectly well adapted to these its ends,
and the mechanism of it in a certain
