2. The Bank paper — unless if refusal of it at the Government offices fails of answering the purpose—
Secondly and lastly would come the remainder the paper of
the Bank of England. In this case, as in the
other, the same means would be sufficient to
same end. Perhaps however in this case they
would not be necessary. A simple refusal, on
the part of Government, to receive, at its own Offices,
any other paper than its own paper, might be adequate
to the effort (a).
