I must again recall the reader's attention
to the definition of law, as originally laid down
by our author, namely, "that it is a rule of action
"prescribed by some superior, and which the
"inferior is bound to obey." Let us then see With
this definition in view, let us examine his
account of the law of nations.

"As it is impossible (says he) for the whole race Vol. 1 Page 43
"of mankind to be united in one great Society,
"they must necessarily divide into many,
"and form Separate States, Common Wealths,
"and nations, entirely independent of each
"other, and yet liable to a mutual intercourse. hence
