17. Proposal of several taxes modes oftaxation any or all
of them to be adopted as succedanea to the Taxes on adversary Law.
Proceedings. 1. A Tax on Sales of Lands. 2. A limitation transfer
to the Public of the rights of distant remote relations to the Estates real and
personal of Intestates. 3. A Tax on Devises or Bequests
to distant relations or strangers.

18. Proposal for the re-establishment of County Hundred Courts
for the cognizance of causes of small value. upon an improved
model: also for reporting facts to the taking of examinations for the
Courts of Equity. The field of Jurisdiction to be Judge to be appointedfor the whole
County, and to make Circuits through the Hundreds or other
subordinate divisions.
